John Shen, DSW, Executive Director
John Shen became the Executive Director for Marin Community Clinics in August 2007. Shen has more than 25 years of professional experience developing long-term, community-based health programs in the San Francisco Bay Area and beyond. Shen’s extensive background includes working with health care providers, policy makers and federal and state agencies to design integrated service delivery systems, build operational infrastructures and implement strategic business plans. Before joining MCC, he was consulting independently with health care clients such as Marin County Department of Health and Human Services, Marin Senior Access, Coastal Health Alliance in West Marin and Southwest Community Health Center in Santa Rosa.
Shen also served in several leadership roles with On Lok, a San Francisco nonprofit for the elderly. He oversaw On Lok’s strategic business planning and government relations as well as provider network development, finance, information systems, marketing, compliance and quality assurance. Shen turned On Lok’s pioneering model of care and financing in San Francisco into a nationwide standard in 20 states. The widespread success of this model — the Program of All-inclusive Care of the Elderly or PACE— lead to federal legislation permanently establishing this as a Medicare/Medicaid program. Since then, PACE has expanded to more than 45 sites in 25 states.
